Hello Cinder Third-Party CI Maintainers,

The rule of recheck keywords has been discussed in today's IRC meeting [1].
And the wiki [2] of tested-3rdParty-drivers has been updated.
# The diff is [3].

Please check the update and update your CI.
It would be appreciated if you could also update the "Recheck trigger" 
information in your CI's wiki.
You can find your CI's wiki pages at [4].

In Cinder, 3rd party CIs are asked to set their recheck keyword to "run XXX CI" 
(also Note it in the CI's Wiki), so that the infra CI will not get kicked.
Maybe we can decide one for our Ironic, too, on the next Wednesday.

Does anyone know about why sqlalchemy-utils fails devstack install since about 
3:00 UTC, Feb 25th?

Our CI start to fail and in log it says:
