Internal vlan is not necessarily obstacle to vlan trunk, no qinq support in ovs 
is the key factor.

If ovs suppport qinq, vlan trunk could be treated as a generalized flat type 
network, which let packets from tenant VM go to the wire unmodified, if packets 
carry no tag, then it's the same as current flat type.

more specifically, the way OVS-agent uses OVS (internal vlan) is
incompatible with tenant tagged VLANs.
ofagent for Juno, which also uses OVS as its dataplane, doesn't have
the problem.
i'm not sure how tenant VLANs are supposed to be used with neutron,
though.  (eg. what ip addresses should be used for non-trunk VLANs)

I have a setup which has VM on flat provider network , and I 
want to reach VM on VLAN provider network. The packets are forwarded till veth 
pair and are getting dropped by br-int.

Can neutron port be configured to allow vlan  trunking?
