+1, I think this is fine as a FFE as it's very nearly landed and as you say
is low-risk.

Lets see if we can land these remaining pieces for newton-3 (planned to tag
this tomorrow), if not then I'm fine with a FFE.

Dan proposed a fix https://review.openstack.org/#/c/361459/
I'm currently trying to test it locally, then we can merge it.

3. Documentation
