The SB migration script is set up to handle incremental importing, so this could be an option in theory. If you're going to have a story and a LP bug, couldn't you just link to one from the other to avoid having to tag the requirements repo twice? The short of it is that we are currently using eventlet 0.20.0. The bot proposes 0.22.1 which fails updates, I think we need to start bugging projects that fail the cross test jobs.
