Quick reminder for PTLs to chime in on the review before next week TC
meeting !

This proposal was discussed on the review and at the TC meeting
yesterday. While it has so far attracted broad support, we'd like to
give extra time for PTLs to review it.

As mentioned by notmyname on the review, the change is effectively
changing the term for which the current PTLs just got elected. The
charter said "6 months", and with this change in effect the PTLs will
actually be renewed before the start of Pike, so in 4 months.

So we'd like to get extra time for PTLs to chime in on the change and
post their +1 if they are fine with it. We'll wait until the TC meeting
on November 8th to finally approve this.

Regards,

[openstack-dev] [all][tc][ptl] Next PTL/TC elections timeframes

2016-10-14 Thread Thierry Carrez
Hi everyone,

At the last TC meeting, the newly-elected (and continuing) TC members
has been discussing the future election periods. With the Design Summit
functions being split between the OpenStack Summit and the Project Teams
Gathering, the current wording in the TC charter around election (which
uses "Design Summit" and "Summit" interchangeably) is no longer valid
and requires a change.

As a result of that discussion a proposal was made, with a focus on
limiting the impact of the change, avoid the need to modify Foundation
bylaws, and introduce some flexibility in vote organization.

See: https://review.openstack.org/#/c/385951/

The TL;DR: is that PTL elections would continue to be organized around
development cycle boundaries, while TC elections would continue to be
organized relative to OpenStack Summit dates. The net effect is that TC
elections would now be organized separately from PTL elections (rather
than run just the week after).

Another consequence is that since we'd continue to elect PTLs around
development cycles (and Ocata being a short cycle), the Ocata PTLs would
be renewed early (vote early February).

Please read more and comment on the review.
