The fact that you have asked nova to power off the instance means nothing to libvirt/qemu. In the "nova stop" case nova will do some housekeeping stuff, optionally tell libvirt to shutdown the domain cleanly, then tell libvirt to destroy the domain, then do more housekeeping stuff.
