Doug pointed out on a recent Oslo release review that castellan is still 
not officially 1.0. Given the age of the project and the fact that we're 
asking people to deploy a Castellan-compatible keystore as one of the 
base services, it's probably time to address that.


To that end, I'm sending this to see if anyone is aware of any reasons 
we shouldn't go ahead and tag a 1.0 of Castellan.
