[openstack-dev] [puppet] Request to create puppet-qdr

Hi,

We have a puppet module for the qpid-dispatch-router. The 
oslo.messaging AMQP 1.0 driver support for the router 
feature is part of the newton oslo.messaging release (5.9.0).

This module is presently in a user repository and we would like to
move it to OpenStack so that it may evolve under a stronger process
and gain community contribution and review.
