The diff-start value is used to produce the release announcement
email at the point of the release for an individual deliverable,
so it's not necessary to update the value for existing releases.

I see this is only for milestone-based projects. Should
cycle-with-intermediary
projects like ironic add a diff-start to the most recent release, so the
release
announcement has the right details?

Dims rightly pointed out that we need folks to sign off before Wednesday
morning, since we will be approving the patch at that point and signing
the release.
