[openstack-dev] [tripleo] PTL non-candidacy

Hey folks,

So it's been great fun and we've accomplished much over the last two
cycles but I believe it is time for me to step back and let someone
else do the PTLing.  I'm not going anywhere so I'll still be around to
focus on the simplification and improvements that TripleO needs going
forward.  I look forwards to continuing our efforts with everyone.
