Assunto: [openstack-dev] [ironic] FSM: stable states

Hi,

There is inconsistency of stable states definitions in
the documentation and in the FSM code. Documentation defines
stable states "which can be changed by external request"
(and state diagram looks outdated), but FSM code which can
be set as "target".

Details: https://review.openstack.org/#/c/385459/

I'm not a terminology expert, any suggestions are welcome.
