Please propose an update to openstack/releases to either update the
history information for Rally's releases or to delete the relevant file
entirely to avoid confusion.

Rally project doesn't have alignment to any OpenStack release, since we do
not depend much on them. Latest release of Rally should work for all
OpenStack releases.

The issue is: how can i know which tag works with certain OpenStack branch?
For example, which tag
works with OpenStack Ocata release? There is no place recording this.

I also found there are some other project do not use "project/releases"
project. May they are using
the same solution as rally.

Rally team do not use "releases" repo at all, that is why information at
[2] is outdated.
Our release workflow is making a proper tag and pushing it via Gerrit. I
find it more convenient.
