Yep, the most common cause of this is an invalid ACL.

There's a typo on line 2. The "pushMerge = neutron-release" should
be "pushMerge = group neutron-release" instead. You'll need to
submit a change to fix that.

Gerrit quietly (from an automation perspective) refuses to load ACL
files it's unable to parse.

You've recently created the networking-calico project for me, and added me to 
the networking-calico-core group, but I am unable to leave -2 or +2 scores for 
changes in that project.

Sean Collins has noticed that the access information for networking-calico at 
[1] appears to be empty. In particular it doesn't match the intended access 
config at [2].

without their input then beg for forgiveness later, but this should be
an uncommon occurrence and provide much more stability to Neutron's CI
in general.
