It is KBFX and is available via SMART or at www.kbfx.org

Here's my first stab tonight.

this is NOT KDE's menu, it's a different project i don't seem to recall
it's name at the moment, have used it a while ago, but it was extremely
buggy back then, i'm a happy gnome user now!

Yes, I did see the project somewhere in http://www.kde-look.org/

But I guess once you are there, you will hit much better stuffs than
in the picture.

You can follow this:



to create/modify themes.  You do need a username/password, but registering a 
user/pass is relatively painless (20 seconds).
