AFAIK it's not, as I was always told you should better not fill a partition too much over 50% to prevent fragmentation. Of course big disks may have changed that, but I still would not like to work with a 97% full partition (unless it's really only storage). It is only storage of large files, like distro iso images. I guess it's complaining because the free space is less than 5%. That's the system default AFAIK but I believe you can tune it.
