[opnfv-tech-discuss] [xci] Setting the criterias for basic and feature/scenario specific testing

Hi,

You either started working with XCI already or expressed interest in 
participating to it so I would like to ask each project to share their opinion 
when it comes to basic and feature/scenario specific testing in order to start 
bringing them into CI used by XCI.
Testing community and release management are also expected to take part in this 
exercise in order to have community-wide understanding and consensus around the 
criterias XCI will be employing.

Please take a look at this change and either add inline comments or directly 
amend the change as you see fit.
