Note that every project must state their intent-to-participate, regardless
of whether they are participating in the current release, or have
participated in any previous OPNFV release.

release (i.e. MS0).  Please find the procedure here

Also, please remember that if you are planning a new project for the "F"
release, you have two weeks to submit your proposal to the TSC and still
have time to be approved and to join the release before the
intent-to-participate window closes.
