Seconded, restarting fuel should not have wiped the private key, if the
node was re-provisioned, other things would show, like there being no
clusters, and IIRC none of the provsioned nodes should be listed in the
nodes output. You would probably also not find the nodes in the output of
`mco ping`. The private key for root from the fuel node isn't copied to the
nodes, you may have a second root key installed if this is a fuel 8 or
older install and you installed ceph.
If mco does work, you could issue a mco command to install new public keys
onto the nodes, otherwise, as noted the console will allow root login via
keyboard.
