Job Description:

The Project Manager/Scrum Master will lead a dynamic and complex IT
integration and implementation effort and will serve as the Senior Team
Member, responsible for overseeing all task activities in support of the
customer. He/She will be responsible for ensuring that all activities
assigned to the Scrum team are performed in a timely manner with minimal
technical debt, while maintaining the highest quality of performance. The
candidate will interface with client personnel and use oral and written
communications skills to develop great working relationships with
stakeholders.


The successful candidate will be responsible for:

   - Leading a scrum team to perform planning, development, and testing on
   a large software development, implementation and integration project.
   - Conduct all Scrum related activities, including sprint planning, daily
   scrum meetings, sprint retrospective, and client demos.
   - Interface with government personnel and product owners on an active
   basis to manage product backlog and sprint activities.
   - Remove obstacles and manage risks to enable team efficiency and
   effectiveness.
   - Maintain relevant metrics that help the team see how they are doing,
   and leveraging metrics to continuously improve the team’s efficiency and
   performance.
   - Liaising between developers/testers and project stakeholders;
   fostering quality communication between engineering disciplines.
   - Ensure appropriate staffing for assigned projects or tasks.
   - Provide appropriate oversight on the team’s progress to ensure
   delivery is on time.
   - Ensure all scrum activities are tracked, and kept up-to-date, and
   reported on a daily basis.
   - Ensure product quality and timeliness of efforts.




Job Requirements:

*Required Qualifications: *

   - BS in Computer Science or five (5) additional years of experience in
   lieu of degree
   - *Minimum of 5 years of software development experience using languages
   like C, C++, C#, Java, or .Net, etc.*
   - *Minimum of 5 years of experience in managing software development
   projects.*
   - *Minimum of 3 years of experience in managing or performing software
   development projects using an Agile Scrum approach.*
   - *Experience in development of web services using WSDL, XML, SOAP,
   J2EE, WS-Security etc.*
   - *PMI-ACP, Certified Scrum Practitioner (CSP) or Scrum Master (CSM)
   certification.*
   - Experience with developing and deploying software in a rapid delivery
   schedule.
   - Understanding of all elements of the software development life cycle,
   including planning, development, requirements management, CM, quality
   assurance, and release management.
   - Experience with continuous integration and test driven
   development/design practices.
   - Ability to apply Scrum estimation techniques to software development
   efforts.
   - Ability to identify and manage risk.
   - Strong leadership and organization skills with excellent communication
   (written and verbal), time management, project planning, people and team
   building skills.
   - Experience in developing and executing plans, meeting deadlines and
   operating under tight time constraints.
   - Experience with continuous integration and deployment models.
   - Ability to apply advanced principles, theories, and concepts, and
   contribute to the development of innovative principles and ideas.
