You would be getting the TNS protocol adapter error if the instance hasn't been started -- it is configured to start as a service. Are you executing "connect internal" at the CMD C:> prompt ? Shouldn't it be in the sqlplus prompt ? See if you've somehow got a CONNECT.BAT file in your path.
