No -
If you update a column that is involved in an
index, but the update is a 'no-change' update
a)  the TABLE row is locked
b)  undo and redo are generated for the TABLE row
but
The index is not even visited, let alone locked
and modified.

Effectively so, unless you regularly put the same
value back into the index.  I haven't verified it, but
in this case my understanding is that oracle does not
the work at all.  Of course, any index operation could
invoke more work in terms of re-arranging blocks to
keep the validity of the index structure.
