look at relinking the svrmgrl executable, ensure there is no 7.3
libraries in path BEFORE the 8.x libs(assuming an 8.x database).

you got metalink, search for it, i'm 90% sure its on there.

Problem was solved from my AIX group list.
All I needed was to install and load
load the post-wait kernel extensions.
