Você criou o arquivo de senha no standby que vc esta tentando conectar ? Já baixou e subiu o banco depois de ter criado o arquivo de senha? Outra coisa, o nome do arquivo de senha é orapwSID ? Ja quebrei a cabeça várias vezes escrevendo orapwdSID.
