  Sorry, that was incorrect. VPB-SVN is for the current OSG-SVN, not 2.8.2.

So...from the recommended table I need VPB 0.9.10 to go with OSG 2.8.2. This
may be a dumb question but where do I get the 0.9.10 version? I only see up
to version 0.9.7 that I can download...

  You'll need to SVN check out the source for that revision and build VPB 
yourself.

  It might be easier to build the SVN OSG version and the SVN VPB version 
together.

if it doesn't work look at the

But I advice you to use coordinated images and elevations to make your own osga 
database! To get these coordinated images look at the http://seamless.usgs.gov/ 
link. And you should look at http://www.palomino3d.org/pal/openscenegraph/ to 
learn how to download these kind of images!

windows XP.
It is creating terrian with a texture, but it has no height.

I used the following
osgdem --xx 10 --yy 10 -d heightmap.png
 -t texturemap.png -o land.ive -a land.osga

The images are 2048x2048.  

Is there something wrong with my command line?
