I found them on the phone. The After.ogg works and the config.p file seems 
to show the correct instructions:
prepare_turn(Turn, Dist, Street) -- ['after.ogg', D, M, | Sgen]:- distance(
Dist) -- D, turn(Turn, M), turn_street(Street, Sgen).

 The (recorded) voice navigation used to say things like "After 70 
 meters turn right" but now it just says "70 meters turn right". I know the 
 recorded word "after" is present, I have heard directions that include it 
 in the middle of a sentence, it just seems to be missing when it should be 
 the first word. 

 Anyone know how I can get "After" back? It's not a huge problem but it 
 rather annoying and distracting!

 I am using OsmAnd+ 2.4.7 dated 2016-09-19 with the English recorded 
 voice directions.

Github contains the OsmAnd source code and data files so it should be the 
same as you have on your phone.
But if you want to see in the phone, the language files are in you osmand 
data folder (e.g. storage/Android/osmand.net/files/) in the 'voice' 
subfolder.
