There's so many possible workflows here that I don't think any generic tool 
would work. The OTRS API is fairly good about providing abstract access to 
ticket objects, but you have to explicitly understand what workflow you're 
trying to implement to do something like this. There is certainly enough 
functionality in both tools to implement something, but you'd have to do it.

One other way I have tried it is to have OTRS send out an email based on 
conditional rules to a single monitored mailbox.  In Jira, use the Jira Email 
This Issue (JETI) plug-in to monitor that mailbox.

You can use PostMaster Filter for building your own rules, use the available 
Package "Monitoring"
from ftp.otrs.org or the comercial Feature add On 
OTRSExternalTicketRecognition from otrs.com
Additional you can use some functionalities from EventBasedNotifications.

If you want to use this way manually just "forward" and "reply" to Jira System 
:)

Let me try this again: GenerateStats.pl will run a report by number (-n)
that is configured in the GUI.

So the answer should be "Yes, you can do it via CLI because you're using a
preconfigured report." But if you ask if you can do it 'on the fly' -- No.
