I had this same problem when I first loaded 2.1.7 from rpm. The problem had something to do with the otrs apache file in /etc/httpd/conf.d/. As I recall it had apache2:reload.pm and it needed to be apache:reload.pm(?). Sorry that I am not being more specific... Don't exactly remember. What OS are you on? You have installed mod_perl? We're using Apache 2 on CentOS 4 and I'm using Apache::Reload in the config, not Apache2::Reload.
