What my testing experienced based on what I had laying around:
No alert
iphone - no service, wifi
samsung - no service/sim, wifi
samsung - off with service/sim
blackview - no service/sim, wifi

Alert
samsung - no service/sim, no wifi
xperia - with service/sim, wifi
samsung - with service/sim, alerts off
samsung - with service/sim, alerts on

No alerts that were not received at the time were received.
Depending on the os version it either came up as a Presidential Alert or a 
National Alert.

Jeff,

Doesn't appear to be national now.  We had problems with our CLink MPLS across 
WA, OR, CA, TX, and WI yesterday.  It probably started (for us) around 
1400-1430 UTC 08/22/19.  We noticed by 1800-1900 UTC yesterday the circuits we 
tested were working.  We didn't reactivate any of them fully until this morning 
because we had had no responses to our ticket.
Also yesterday on the outage map most major cities across the country were a 
lighter orange for CLink.  Today its primarily the Central US vertical line 
(OK, KS, NB, IO, IL, MN).
This only affected our MPLS circuits, no IP or voice services.  We also have 
not received any reason on our tickets.

Rosa, Napa, Saratoga, and Davis California.  None of our other sites throughout 
the country are having problems.

Ian,

We have sites in WA, OR, CA, AZ, WI, and TX and there are TF and LD routing 
problem at all sites.  Not all of them have the same routing problems but all 
are related to both.  From off net CLink 800 is available but we have not been 
able to get to any (that we have tried) CLink 800s from on net.
