The error appears when I try to update the add-ons to existing URLs.

I’m using 23.1

I’ll check the Java version and HOME var when I’m at my desk.

What Oxygen version are you running?

Please have a look at Help -> About an the System properties tab. I'm 
interested in these two properties: java.home and java.runtime.version


You can also try and set the Automatically accept a security certificate 
[1], even if invalid option and see if the errors go away:
