Description:
Similar to {{HDFS_NAMENODE_OPTS}}, {{HDFS_DATANODE_OPTS}}, etc., we should have
{{OZONE_MANAGER_OPTS}}, {{OZONE_DATANODE_OPTS}} to allow adding JVM args for GC
tuning and debugging.
