After bikeshedding about it more in my head, I think I'll leave it named sip5
(source and binary), but add a provide for python3-sip5.  My reasoning:

sip v5 is a Python bindings generator that happens to also be written in
Python.  (sip v4 was written in C.)  There is also a runtime Python module
piece - in sip4 this is built as part of the sip package, but in sip v5, the
runtime module is supposed to be generated as part of the binding generation
(and thus should be packaged with the package for which the bindings are being
generated, e.g., wxPython).

Note, I considered for a while whether this package should be named
python3-sipbuild, or whether there should be a python3-sipbuild subpackage. 
Ultimately, I concluded that the sipbuild module is not intended for general
purpose use and that people are more likely to be interested in just 'sip'
regardless of whether it is python-based or has a python module.

Robert, please change the version suffix to the accurate version string. In
general, we are trying to stop having packages named with versions lacking the
separators because it's confusing to most people and causes other issues for
third parties. That's why Python has finally stopped doing this, and LLVM
