a) Package install correctly for me on f39 x86_64. Maybe f40 aarch64 bug?
b) Main package depend on:
   Requires:   python3-%{modname} = %{version}-%{release}
python3-%{modname} (python3-libmat2) contain license file. Maybe this is
linter bug?

I removed %license LICENSE as you recommended since license file installed
automatically with python module:

Sphinx will generate a number of javascript files for
html documentation. Some of these should be indicated
as bundled, for example js-jquery. May consider
also generating man pages.

This seems only true < F39 (starting Sphinx 6). If I package for F38, I will
add the bundled Provides.

This is a review *template*. Besides handling the [ ]-marked tests you are
also supposed to fix the template before pasting into bugzilla:
- Add issues you find to the list of issues on top. If there isn't such
  a list, create one.
- Add your own remarks to the template checks.
- Add new lines marked [!] or [?] when you discover new things not
  listed by fedora-review.
- Change or remove any text in the template which is plain wrong. In this
case you could also file a bug against fedora-review
- Remove the "[ ] Manual check required", you will not have any such lines
  in what you paste.
- Remove attachments which you deem not really useful (the rpmlint
  ones are mandatory, though)
- Remove this text

This updates the specifies the license in SPDX format. Also, the spec file uses
rpmautospec and the original spec file (above) was the processed version of it,
tripping a couple of warnings in fedora-review/rpmlint, oops. This one is the
unprocessed version (the spec file contains the processed one because that’s
what `fedpkg srpm` does).
