Yes, I offered to package this libcscutils independently in the past, but they told me that they make an adhoc use of this, different projects may bundle slightly different versions for testing purposes, and they do not release it separately. So given that this is only for development purposes and won't end up in any user system, I agree with them that it makes little sense to waste downstream time in this. I also asked about the Octave interface, and it is not yet available as an Octave package, so that is why I don't build it.
