I will be graduating in April and may have more time in the future to come back to this. There may also be new developments in the project by that time. The maintainers of the BRLCAD project are in the process of taking over maintainership for them. I didn't mention it in comment 12, but TkHtml3 and OpenNURBS also need to be separated out from BRLCAD. There's been a bit of progress which I'll post back to the main BRLCAD bug.
