my pf db do not match with pf-schema.sql, so
I created a new 4.7.0 db schema, restore my db and apply again the db
schema changes

 I'd probably suggest you to move this out of the PacketFence config.

 Add it in the normal apache directory and bind on a port like 8080 so you
 don't conflict with the PacketFence services.

 This way you'll be isolated of the PacketFence config and you'll be able
 to configure it as you normally would.

I had to include mod_authz_host.so in httpd.admin because Invalid command
'Order'.

After this Packetfence starts normally but browser says Page not found!

and again Page not found!!

 You should be adding those to the httpd.admin configuration file.
