If you want to use PF as a firewall only, you probably can, however, for
dedicated firewalls,
you are better off getting something like PFSense or OpnSense and
installing that.
The above mentioned dedicated firewalls are much more flexible and powerful
than PF, because they
are designed to be just that, a firewall.
PF is designed to be a NAC, not a firewall. It is not particularly powerful
for managing traffic in-line as it does
not have the tools and other parts that makes a typical firewall easy to
manage.
But you can always work with the IPTables that are part of Linux. I think
there are sections in the IP Tables rule
file that can accommodate your rules. but no GUI front-end to help setting
these up.
PF can work with commercial firewalls in relation to advanced set-ups but I
have no experience in that department.
