Hm, I don't have a Tumbleweed system myself, so I can't check, but I maintain 
an xml file on opensuse-community.org which should supposedly feed the Packman 
and the libdvdcss repo into the yast community repositories list.

Maybe I'll ping someone about the issue.

Awesome!

Can't reliably predict about special characters or capitalization in openSUSE
repos. Those I tried guessing didn't exist or got 403s.

I use zypper and/or text editor for repo management virtually exclusively,
almost never yast, so don't use 1-click, and I've never been able to figure out
how to get those 1-click script URLs to disgorge the repo URL on which each is
based. I very commonly want to /see/ timestamp(s) in a repo, consequently fetch
an rpm with wget, and visit via web browser to do so. opensuse-guide.org rejects
such attempts with 403 forbidden. If it didn't I wouldn't have needed to ask.

I know, but the admins on official openSUSE forums have been troublingly
exhortive lately. I had to guess here would be safer to ask. ;-)

It does exist for Tumbleweed. The repo URL is:

The existence of the repo is "announced" in YaST community repositories and in 
the codec 1-click ;-) 

It has nothing to do with Packman though.
