Install ffmpeg-3 instead, and it should work.

The packages have been renamed recently, and ffmpeg apparently resolved to the 
(crippled, and lower-versioned) ffmpeg package from the main oss repo in your 
case.

In case you haven't noticed yet, it is fixed meanwhile. (by a "forced rebuild" 
without any source changes apparently...)

I.e. ffmpeg-4 is available for Leap 42.3 too since a few days.
