Well, last week I managed to add the packman repository and install vlc 
and the codecs on a newly installed Leap 15.3 as described here: 
https://en.opensuse.org/SDB:Installing_codecs_from_Packman_repositories#Option_2:_Zypper

I did not observe any issues.

Yes, it is a 403 using all user agents I can think off, including ZYpp 
itself. I think the entire mirror really is dead.

I'm sorry to keep bringing this up but it is *still* a problem and 
no-one outside of the packman admins can do anything about it so all I 
can do is email.


inode.at is still listed as a mirror at 
http://packman.links2linux.org/mirrors
packman.repo still refers to inode.at -- on *all* mirrors, so even if 
you do 'zypper ar gwdg.de/.../packman.repo' you actually get inode.at

works for me. Now it requires libliveMedia102, probably you hit the

Tumbleweed system due to a missing dependency:

Solution 1: do not install vlc-3.0.16-4.42.x86_64
Solution 2: break vlc-noX-3.0.16-4.42.x86_64 by ignoring some of its 
dependencies
