The latest version requires Qt 5.11 though, and Leap 15.0/15.1 only have 5.9.

The latest kdenlive version is available for Leap 15.1 too in the additional 
KDE:Applications repo though. But for this you also need KDE:Qt5 and 
KDE:Frameworks5 for the latest Qt and KDE Frameworks/Plasma packages.

OTOH, Leap 15.2 (currently in development, but should be usable already) 
currently has kdenlive 19.12.1 as well, it will ship with 19.12.3.
And of course, if you always want the latest versions of everything, you should 
consider switching to Tumbleweed... ;-)

But there is another option as well: the latest kdenlive version is also 
available as AppImage/snap/Flatpak packages on their homepage, which should 
work on every distribution:

My 15.1 repo says nothing provides rttr-devel but you mention
Leap:15.0 which Packman no longer uses. For 15.1 it's most probably
just a matter of removing the missing requirement from the build.
