Well, according to a recent mail by Dave Plater, this seems to be not
intentional:

There hasn't been a change to the package itself in this regard, and according
to the specfile, nvidia support should actually still be enabled when built on
Packman...
But I just found this in the prjconf of Packman/Essentials:

%define _without_nvidia 1
%define _without_imagemagick 1
Macros:
%_without_nvidia 1

and

This obviously (still) disables nvidia support for ffmpeg on Packman, for Leap
42 and 15 at least.
No idea why that's not been removed again yet though...
