Your question was a good one.
iTunes has evolved into a many layer entertainment hub and its easy to get lost
in the software.
I mainly use iTunes on my Mac and most concepts presented in iTunes apply
equally to Windows. There's a good book worth the read entitled Take Control
Of iTunes, it was written originally for the Mac but Windows users will be able
to make perfect sense of most of the content.

The latest version of iTunes is 11.4
The Internet Radio button - according to my Windows 7 computer running
JAWS - can be reached by tabbin around, I hear it announced just after I
leave to Playlists button.
I refer to my system as I'm not exactly sure whether all iTunes layouts
on all computers are the same.
The next thing I would check is to see that Internet Radio is actually
showing on your screen, to do this go into general Preferences from the
Edit menu of iTuens and make sure the Internet Radio view is checked.
