Hi is this service free or does it cost something to use it?  Also what is 
the closest acess number that you can use in Wisconsin for this service and 
how does it know what all skype contacts you have to you can call them?

Right well where you call I don't think is the issue, its your  
incoming phone number to control everything which may be the problem,  
I'd have to look again but I don't recall seeing Perth mentioned as  
one of the cities there but have a shifty, look under the "countries"  
link and you'll see a list of available cities in Australia.
