Last night I used the pass key through to lower the volume. but then as I
tried to use other programs it seemed like the JAWS keys didn't work.
Hitting the control key didn't stop speech. I could not route to another
cursor or even shut down JAWS. so maybe getting in touch with Freedom
Scientific may be the way to go since there is more effected than just the
volume.

If you create a configuration file and a keyboard manager file for vlc media 
player, it works just fine.

I think that it could even be as simple as creating a .jkm keyboard manager 
file for vlc media player that did not include those keystrokes, but I 
regret to say that JFW scripting is not one of my strong points so I could 
be wrong.

Ok I must be the exception to the rule then, my volume up and down  
keys work find when Window-Eyes is running, no need to press any other  
key combinations before volume up or down either.

As a JAWS user, if I were using this program , I would create a new
configuration file for vlc, then go into the Keyboard manager for Vlc and
disable the Next and Previous paragraph functions, which you won't use in
Vlc anyway, thereby liberating those keystrokes for use by the media player
without first having to type the JAWS pass through key.

I just tested with the num lock on then using the arrow keys on the numpad
