I think when you click on a link to an mp3 file like that one, that IE tries to open the file but downloads it in the background instead. When I click it, I get what appears to be a blank page. I am guessing that if I wait long enough, the mp3 will load in to my player, which is Windows Media Player. Somehow, I think having several different media players messes up the IE settings on weather you get a prompt to download the file. This has been happening to me more often recently. I've had trouble listening to mp3 files linked to on web pages as well. I end up right clicking and save as.

utilize the last link that James sent me and my mouse buttons, right mouse
button then arrow down to save target, etc.!  Finally got it; the chat
started up playing, BTW, before the download completed, which I only usually hear, when downloading one of Mosen's Mushroom podcasts, I am afraid. This
one started playing at about 65% of the download -- imagine that!  I will
peruse this puppy for awhile; sounds like a great alternative to Sonar!
