So, what you need is a patch utilities flag then!
Patches required for Live Upgrade to function correctly too perhaps?
I can't think of any other "always install first" scenarios
off-hand.

include all patch revisions, not just the latest
Would this not make it more difficult for you to extract the latest
rev?
It'll certainly grow the filesize considerably (We have > 30,000
patches currently available).
and then make PCA the official Solaris patch tool. and BTW, peace
on earth would be nice, too :)
