I just checked - PCA will only look for JAR files in local sources anyway, it 
won't download (or ask for) them from Oracle.


Maybe you have an older version of PCA installed on the proxy?

What I reckon has happened is that you have picked up higher Service
Tags pkgs somewhere along the line.
Did you download and install the Services Tools Bundle perhaps (eg.
https://updates.oracle.com/Orion/Services/download?type=readmearu=13841920)?
