After some testing, it looks like the issue is how the Tk is handling the Shift 
key with the French keyboard mapping.

For example, the Bang shortcut is bound as:

bind all <$::modifier-Shift-Key-B> {menu_send %W bng}
bind all <$::modifier-Shift-Key-b> {menu_send %W bng}

and the menu item:

$mymenu add command -label [_ "Bang"] -accelerator "$accelerator+Shift+B" \
-command {menu_send $::focused_window bng}

With the English keyboard mapping, the $::modifier-Shift-Key-b fires and the 
menu item's command is ignored (expected behavior).

With the French keyboard mapping, the $::modifier-Shift-Key-B fires AND the 
menu item command fires. It seems as though the capital B doesn't get matched 
to the menu accelerator binding.

The German keyboard mapping behaves the same as the English one.

somehow, i have the feeling that the key repeat rate (set in system 
preferences) has changed in mac os recently.
this might also be the culprit for multiple obect creations:
if you press a key and hold it, it is interpreted as several keypresses at key 
repeat rate.
until you turn that off entirely.

That's normal output for the whole build process. Just let it run until it 
stops. If you build a lot of open source projects, just just get used to seeing 
it even if not everything makes sense. At least you know *something* is 
happening. There are some tricks to silence the output but most people *expect* 
it at this point and it's especially helpful to see where errors happen (if 
they happen).

No, it's just a warning and this particular one is just complaining that 
libtool doesn't like the tilde in the compiled external file name. It works

Yes, that's why I suggested looking in there. The relevant variables are:

* font_metrics 
* font_zoom2_metrics
* font_measured
* font_zoom2_measured

The first two are an array of pixel sizes per character used when trying to 
find the font size that fits. This is done in the fit_font_into_metrics proc.

The second two arrays contain the measured sizes: fontsizes charwidth charheight

Note that there is also code in the C core which accesses these sizes and you 
may get a consistency check error when changing some of the metric numbers.

thanks everyone for your advices.

i made 2 major mistakes:

1. i thought it's possible to use /src in Miller's download for Windows.
2. using MSYS2 instead of MSYS2 MINGw32.

in both cases one has to provide additional tools and/or the correct 
path to them in the Windows system.

therefore the "cl.exe not found".
MINGW32 has them included.

so, with the sources from github i succeeded to make the app.

the verbosity of the output of the whole proces is quite overwhelming 
for someone like me.

there were a number of warnings:
e.g.: "remember to run 'libtool --finish //bob~
or: "assignment from incompatible pointer"

is it necessary to do something with them?

great, you saved me the efforts to find out what to use on XP (MSYS2 
doesn't work anymore on XP).

Th canvas only refreshes if it is open. To get around this problem, you can use 
a "menu-open" command to open the sub-window right before and "vis 0" right 
after to close. The whole thing would look something like this:

"menu-open, donecanvasdialog 1 1 -1 0 -1 1 1 120 40 10 $1, vis 0"
