Like just about everything else in business "licensing", it sounds like 
it's there for a benign purpose, but some evil asshole could find a way 
to abuse it with moderate effort.

Perhaps also legal cover for their AI database.
It doesn't bother me as I never store my pictures on Adobe cloud.

For years I have avoided their subscription model. However, with their 
recent progress in software I'm pleased now to have their latest 
versions of LR and FP for 10 euro/month .

These squabbles don’t bother me. PhotoShop is my lifeblood, and it has been for 
25 years. I use the cloud version for about ten bucks a month,  and  I don’t 
store anything on Adobe servers. I use my own storage and Dropbox. What’s more, 
PhotoShop gets better every year. No complaints.
