Watching from afar, my impression was that recent governments in the UK had no Opinions. Rather, they had Positions, and said Positions might change daily or weekly depending on feedback from donors and/or polling organizations. (Not unlike a few other governments I can think of.) Recent governments in the UK have been of the opinion that wildlife is not a profit centre, and therefore of no use.
